Why People’s Opposing UGC Bill 2026 : The UGC Bill 2026 refers to a set of new, strict rules regarding caste based discrimination in higher educational institutions, i.e., colleges and universities. 

The caste based discrimination is deeply rooted in the history of India. And even in this 21st century, it is so evident that college and university students face backlash and they’re treated badly. This is one side of the story. 

But the main controversy starts here. As UGC has taken SC, ST and OBC in their discriminated category, only general or unreserved candidates are left as the discriminators. But if seen through a wider perspective, this bill has been made against the general candidates. 

It seemed to be one-sided, only to make a reliable environment for the students of all the categories except the generals.

Although the UGC Act 2012 includes necessary measures to be taken against discrimination. But it failed to diminish the number of cases of caste discrimination.

Resulted in so many cases like Rohith Vimula, a PHD scholar from the University of Hyderabad, who committed suicide in 2016 due to caste based exclusion.

Inclusion of OBC ( other backward class) in protection: As for the earlier UGC discriminatory measures of 2012, only SC, STs were included, while in the new UGC bill, OBCs are also included.

Mandatory setting up of the Equity committee under the Equal Opportunity Centres in every university and college. A multi-faceted body of members should be held under EOCs.

24×7 helpline for students’ grievances, including online complaint system: Students now won’t have to rely on complaining in person. Online complaint portals will be available.

How Were Discrimination Issues Handled Earlier (Ugc 2012 Rules)

As per UGC 2012 anti-discriminatory regulations, measures like the setting up of EOC (Equal Opportunity Centres), establishing anti-discrimination policies were taken to curb the inequality amongst all the students. These rules were practical as well as useful to comply with the grievances of the students who faced ragging or harsh treatment on the basis of their caste or creed.

Although the rules like punitive action and mandatory anti-discriminatory officers were to be appointed, somewhere it didn’t work out. Most of the universities couldn’t comply with the regulations, like setting up of redressal commission, and also at that time, the main focus was on the SC and STs only, OBCs weren’t included.

Why Is The UGC Bill Facing Opposition 

The UGC 2026 bill, which was notified on 13th January 2026, has sparked fear and rage among the students of the UR category. The bill is introduced to cope with racism and to bring equality in higher educational institutions. 

But in reality, it has given a ton of power to the SC, ST,  and OBCs, which they can often misuse against URs. On one hand, it gives immense power to the categories mentioned to file a complaint if they face any type of discrimination, and on the other hand, there is no mention of any action that would be taken if anyone files a false complaint

And these are the reasons why the bill is facing protest and backlash from students of the UR category. 

These firm measures taken by UGC are facing controversy mainly because of the biases they indicate. Although the backward and weaker sections should be provided with beneficiary measures, why bring policies to turn down discrimination against some groups while indirectly targeting a single group?

UGC Bill News – Protest, Pils, And Public Reaction 

As of now, so many universities and colleges are on the streets protesting against the strict regulations. Protests and rallies are evident in Lucknow, Delhi. And most importantly, a PIL has been filed in Jharkhand.

UGC has published a list of 54 universities that failed to establish grievance redressal mechanisms. Some groups have gone to court regarding the rollback of these new regulations. But so far, UGC has not disclosed any decision regarding the bill.

The strict measures set up by the UGC are creating a hue and cry among the students. On Tuesday, a group of students across Delhi protested outside the UGC office, and their demand is for a rollback of the whole UGC Act

Students fear that this bill will create caste struggle on campus, and as there is no mention of actions against any false accusation, some may exploit others.

While a group is supporting the UGC Act, saying that this will bring fair treatment to all the students, there are people who are asking for a proper mention of everything related to the bill, so that they won’t be misused by any.

Union Education Minister Dharmendra Pradhan said on 27th January that the new rules to turn down caste discrimination can discriminate against general category students, as the rules are not clear enough. 

He then added that the bill will be supervised under the Supreme Court, and it will be ensured that no one faces any kind of exclusion, and everyone should be treated equally.

Conclusion: What Should Be The Way Forward

The far-flung history of discrimination and inequality amongst the people of our country is very miserable to even listen to. The initiative taken by UGC is beneficial for the students of the SC, ST, and OBC categories who have been facing marginalisation since time immemorial.

In the first place, general students have been coping with the reservation system for decades, and now this new policy can prove to be gruesome against their identity. 

But the stern measures taken against only a selected category cannot be a balanced opinion. To make it more appropriate, there should be rules for the favor of generals as well

It’s not about any categories now, rather to make an educational institution student-friendly, where everyone can have all of their rights secured, the commission should check on the regulations and create a safe space for everyone.
